The external representation of the European Union occurs in different formats. The fragmentation of its international action is the outcome of the process of European integration itself, which performs differently from policy field to policy field. Reform objectives have until now focused particularly upon traditional areas of foreign policy such as diplomacy, defence and trade. Thus, previous thinking in politics and academia about how the external relations of the Union could become more coherent and efficient focuses primarily on classical spheres of competencies in foreign policy and concentrates largely on the future development of CFSP and ESDP. The foreign dimension of other individual policy fields, such as home affairs, is hardly placed in the general perspective of the EU’s external representation.
By adopting this neglected perspective, the conference aims to contribute to the present discussion on the development of the external action of the EU. In analysing structures and procedures of external representation in selected, differently integrated policy fields, specific models, their advantages and drawbacks, can be explored. Moreover, their location in the Union’s external representation as a whole can be assessed. The conference thus allows us to define the current elements of the EU’s external representation. Furthermore, the shape and possible perspectives of a diplomacy beyond the national context – as for example in the area of trade, where the European Commission represents the EU as a whole – can be evaluated. These issues are of particular salience – especially in light of the institutional reforms in the EU’s external representation wrought by the Lisbon Treaty.
